ATA Supports National Blueprint to Eliminate Bad Actors and Restore Fair Competition in Trucking
Trucking Associations from Across America Release Plan to Combat Fraud, Enhance Safety, and Pave the Way for a Trucking Resurgence
Phoenix, AZ — The Arizona Trucking Association (ATA) has joined trucking associations from across the country in supporting a comprehensive policy blueprint aimed at eliminating bad actors who exploit regulatory gaps, undermine highway safety, and distort fair competition in the commercial trucking industry.
The action plan, The Fight for Fairness and Safety: Paving the Way for a Trucking Resurgence, outlines seven critical areas where fraudulent and illegal operators currently undercut responsible businesses, endanger the motoring public, and damage the reputation of America’s professional truck drivers.
Developed by the Trucking Association Executive Council (TAEC) through a national task force, the initiative comes at a time when trucking nationwide and in Arizona faces anemic freight demand, frivolous legal attacks, and unfair competition from unlawful operators who manipulate licensing systems, engage in freight fraud, tamper with safety records, and circumvent federal and state regulations.
“Arizona’s trucking industry is built on the hard work of family-owned businesses, independent owner-operators, and professional drivers who play by the rules. But bad actors who exploit loopholes in our regulatory systems are putting everyone at risk — and that is unacceptable,” said Tony Bradley, President & CEO, Arizona Trucking Association & Chairman, Trucking Association Executive Council. “We are focused on solutions and committed to seeing them implemented. By doing so, we will save lives, protect small businesses, and set the stage for a true trucking resurgence in Arizona.”
Seven Key Vulnerabilities Identified in the Plan
- CDL Integrity – Closing loopholes in commercial driver licensing
- MCMIS Overhaul – Fixing America’s broken trucking safety data system
- Cross-Border Integrity – Ensuring workforce integrity at all borders
- Non-Domiciled CDL Reform – Strengthening oversight and enforcement
- English Language Proficiency – Closing critical CDL safety gaps
- Combating Trucking Fraud – Addressing broker and carrier fraud schemes
- Electronic Log Integrity – Ending ELD manipulation and hours-of-service fraud
The report highlights that many of these solutions are immediately actionable and do not require lengthy legislative processes. Most reforms leverage technology already available to government agencies and the industry — including AI-powered data analytics, integrated regulatory databases, and upgraded verification systems — to better detect and eliminate illegal operations without imposing new burdens on legitimate carriers.
